本文通过借鉴西方政府绩效评估实践中的成功经验,结合我国的国情和当前地方政府文化背景,找出国内政府绩效评估存在的缺陷并分析原因,从公众满意视角,借助AHP-FCE结合对建立的指标体系进行分析,并通过实例对指标体系进行了修改与验证,希望为政府部门的管理与服务提供有益的借鉴。

Research on index of government performance evaluation has lasted for decades,but it is still in the stage of exploration.The defects of domestic government performance evaluation are investigated with the aid of western successful experience of government performance evaluation practice and the current situation of our country and local government cultural background.Based on public satisfaction perspective,a index system is established with AHP-FCE method and discussed with cases.We hope that it could be helpful to the management and service of government departments.
